As explained by Microsoft in a blog, Smart App Control (SAC) blocks unreliable or potentially dangerous applications. The SAC is first configured in evaluation mode. While in SAC evaluation mode, you will learn if it can help protect you without too much hindrance. If so, it will turn on automatically. Otherwise, it will shut down automatically. While in evaluation mode, a user can manually launch SAC in the Windows Security app under the App and Browser Control section. Note that SAC can only be activated on Windows devices that have performed a clean install with the latest Insider Preview build (build 22567 and higher).
